Robust Occupational Safety and Health (OSH) Governance and Systems
ACC headquarters and all plants have established OSH management units and dedicated personnel in compliance with regulations, implementing appropriate management systems according to each site’s nature and headcount. Each site has an OSH Committee chaired by the President (or Plant Manager). Committee members include department heads and OSH professionals, with no less than one-third representing employees. The committee meets at least quarterly to propose OSH policy recommendations and to review, coordinate, and advise on related matters; quarterly OSH reports are also submitted to the Board of Directors to strengthen governance.
For business units below the legal threshold for establishing an OSH Committee, labor–management meetings are held with elected employee representatives. Employee participation, consultation, and communication are ensured through quarterly labor–management meetings and ad-hoc OSH trainings. For non-employee workers (e.g., contractors), participation, consultation, and communication are addressed via contractual provisions and ad-hoc OSH trainings.

Functioning Labor Union and Collective Agreements, 100% Coverage of All Employees
At Asia Cement’s Hsinchu and Hualien plants, all workers are union members and have signed collective agreements with the Company. At headquarters, a Labor-Management Conference has been established in accordance with government regulations, and labor-management agreements have been signed, with an agreement coverage rate of 100%. Matters covered by the agreements include benefits more favorable than the Labor Standards Act: all employees are entitled to 30 days of paid sick leave, and year-end special bonuses are allocated based on profitability, enabling profit sharing between labor and management.
In 2024, union members accounted for 70.7% of Asia Cement’s total employees, and the matters agreed between the union and the Company apply to 100% of all Asia Cement employees. The union regularly holds meetings of the board of directors and supervisors, extraordinary board meetings, and representative assemblies of members; the Labor-Management Conference is also convened once every three months, alongside various activities that promote employees’ physical and mental well-being and harmonious labor relations.

In 2024, recordable or severe occupational injury incidents involving employees at Asia Cement and its subsidiaries occurred at Asia Cement Hualien Plant, Ya Tung Ready-Mixed Concrete, Yuan Long Stainless Steel, and Fu Ming(Da) Transport. No recordable occupational injuries occurred at other sites, and there were no fatalities resulting from occupational injuries. Across all operating sites, there were also no occupational injuries or fatalities involving not employees.
